為資源賬號類型的成員設置安全手機號碼時，調用SendVerificationCodeForBindSecureMobilePhone向安全手機發送驗證碼。
接口說明
為確保系統可以記錄到管理操作的具體操作者，請使用管理賬號下具有資源目錄管理權限（AliyunResourceDirectoryFullAccess）的 RAM 用戶或 RAM 角色調用本 API。
